The bipartisan Combating Organized Retail Crime Act of 202 (CORCA), recently introduced in both the Senate and House, seeks to establish a coordinated federal response to the escalating crisis of organized retail crime and supply chain theft. The legislation will empower the Department of Homeland Security (DHS) to enhance investigations and collaboration, tackling illicit trading practices that cost the U.S. economy tens of billions of dollars annually and challenge the transportation industry. A fact evidenced by a 2024 Retail Industry Leaders Association (RILA) survey in which two-thirds of retailers said they had experienced increased cargo theft in the previous two years.

Support for CORCA has been announced by a number of large retailers, transportation companies, and industry associations including The Hope Depot, Walmart, Target, UPS, the American Trucking Association (ATA), the Intermodal Association of North America (IANA), the Transportation Intermediaries Association (TIA) and many others.
