How Insurers Can Navigate The Ethics of AI-driven Oversight

The oversight agenda for UK insurers has never been more intense than it is in 2025. The Prudential Regulation Authority (PRA) has made clear that operational, governance and conduct risks are priorities for the insurance sector. Meanwhile, the Financial Conduct Authority (FCA) is pushing hard on fair-outcomes, transparency and culture.

Behind the scenes, insurers face a growing expectation to monitor communications across voice, chat and mobile apps as part of conduct-risk prevention and ethical governance.

Insurers now face a difficult balancing act, embedding real oversight while avoiding the kind of surveillance that undermines trust.

The expanding terrain of oversight

Historically, insurers have operated with relatively lighter scrutiny compared to universal banks. But that is rapidly changing. Regulators now emphasise issues such as mission-critical third-party resilience, operational risk and data access. The Allianz Risk Barometer finds that “changes in legislation and regulation” rank as the 3rd top risk for UK firms in 2025.

As workplace communication evolves, hybrid working and tools such as Microsoft Teams, mobile apps and social messaging platforms have become integral to how insurers operate. This growing digital sprawl makes communication surveillance both essential and increasingly complex. As communication channels multiply, the paper trail becomes both richer and riskier, potentially exposing firms to hidden misconduct or regulatory blind spots.

For insurers, the next challenge is ensuring it doesn’t come at the cost of trust.

Balancing risk and trust in insurance

As UK insurers expand their oversight of internal communications, they face a delicate balancing act. Monitoring tools – including chat audits to meeting transcription – can help detect risky behaviour such as mis-selling or unapproved disclosures. But when surveillance feels excessive or unclear in purpose, it risks eroding employee trust and muting open dialogue.

The challenge is particularly relevant in insurance, where judgement-led conversations between underwriters, brokers and clients often take place over Teams, mobile apps, or embedded chat tools. The informal nature of these exchanges makes them harder to govern. A misinterpreted message, undocumented pricing change, or unrecorded binding authority could all raise red flags in a post-event review. Last year, the FCA’s multi-firm review of major UK insurers found that while many do monitor communications, only a minority could clearly show that oversight supports good customer outcomes under the Consumer Duty. This finding reinforces the challenge that expanding surveillance without clear purpose or proportionality can backfire, especially if employees feel watched rather than supported.

Meeting this challenge requires more than just monitoring behaviour; it calls for rethinking how communication platforms themselves are governed. When oversight is designed into the systems teams use every day, with clarity, context and transparency, it becomes a catalyst for trust rather than a barrier to it.

The AI governance equation

AI offers a powerful way to scale oversight by flagging anomalous behaviours, identifying shifts in tone or sentiment and detecting communication deviations that go far beyond keyword matching. This allows insurers to move from retrospective investigations to a more proactive approach to risk management.

However, adopting AI creates a new challenge around the trustworthiness of the technology itself. Cross-regional analysis indicates that the UK’s flexible, sector-specific approach to AI governance may result in uneven standards and uncertainty for firms.

Insurers using AI for surveillance must therefore assess whether they can clearly explain why a conversation was flagged, ensure the model reflects their specific business context rather than generic patterns, maintain meaningful human oversight, and protect employee privacy while still meeting expectations for transparency and auditability.

Meeting these requirements means treating surveillance as a core part of organisational culture.

Designing oversight as a culture enabler

When executed thoughtfully, surveillance and AI-driven insights should strengthen, not strain, an insurer’s ethical foundation. This begins with transparency and purpose. Employees should understand which communication channels are monitored, why, and how insights are used. Clear policies, training and open dialogue help ensure oversight feels like part of governance rather than a covert “big brother.”

Equally as important is contextual monitoring. Not every communication carries the same risk, and firms should prioritise the patterns that matter. For instance, a sudden switch to personal chat for sales discussions, or a cluster of after-hours calls involving underwriting decisions. By focusing on context rather than sheer volume, oversight becomes more proportionate and meaningful.

Finally, human oversight and explainability remain critical. AI can surface anomalies, but people must interpret, validate and respond. Decisions need clear audit trails and transparent logic to meet evolving governance standards. PwC’s 2025 insurance outlook emphasised the importance of robust accountability frameworks and board-level responsibility in operational decision-making, highlighting that trust in AI is built on trust in the systems and people who steward it.

When these elements come together, surveillance evolves from a defensive measure into a proactive framework for trust, integrity and ethical conduct.

Oversight built on stewardship

For insurers, the focus is now on redefining what effective oversight truly looks like. It’s no longer enough to capture every channel. Firms must monitor responsibly, safeguard employee and customer trust, and ensure AI-enabled tools strengthen culture rather than erode it. That shift also requires rethinking how everyday communication tools are used, recognising them as spaces where accountability and integrity can take shape in real time.

Ultimately, the goal is to foster a culture of ethical decision-making where oversight is understood as a safeguard, not a constraint. When regulated firms strike the right balance, surveillance stops feeling like a burden and becomes the backbone of sustainable integrity.
