Some details on a conference in Rwanda this month;
The International Conference on Inclusive Insurance 2026 (ICII 2026) is set to take place from 19-23 October in Kigali, Rwanda.
Hosted by the Ministry of Finance and Economic Planning (MINECOFIN), the National Bank of Rwanda (NBR), Access to Finance Rwanda (AFR), Rwanda Insurers Association (ASSAR), and Rwanda Insurance Brokers Organization (RIBO) in cooperation with Munich Re Foundation and the Microinsurance Network, the conference will bring together around 500 experts from across the global inclusive insurance sector to exchange experiences, share practical solutions, and explore how to expand access to insurance. With 24 sessions and over 80 speakers, the conference will explore perspectives from across regions and the insurance ecosystem, with discussions spanning business models, climate and disaster risks, digital solutions, customer needs, gender, health, consumer education, and policy and regulation.
From Rwanda to the world
Closing the insurance protection gap is key to building resilience in emerging economies. Today, nearly 9 in 10 people in low-income countries lack adequate insurance coverage, leaving them highly vulnerable to climate disasters, health emergencies, and economic shocks. Expanding access to insurance helps protect livelihoods, speeds recovery after crises, and supports sustainable economic development.
ICII takes place on a different continent each year, bringing together global experience and local perspectives from the region where the conference is hosted. This year’s host country, Rwanda, has made significant progress in financial inclusion, with 96% of the adult population – or 7.8 million people – now financially included. Insurance penetration, however, remains low, with 27% of the adult population – or 2 million people – using insurance products. Expanding insurance coverage is therefore a key national priority.
The country is currently implementing the National Insurance Strategy (2026-2035) and the National Inclusive Insurance Roadmap (2024-2029) with a focus on client-centered solutions that improve sector performance and reach underserved market segments. Progress is also being made within the private sector.
ICII 2026 will bring together perspectives from across the global inclusive insurance sector, combining local insights from Rwanda and Africa with experiences and lessons from other regions, including Asia and Latin America and the Caribbean.
From ideas to practical solutions
ICII 2026 reflects the collaborative nature of inclusive insurance, bringing together governments, regulators, insurers, development organisations, academics and researchers to share insights from policy, practice and evidence. Sessions will explore successful programmes and business models, assess their impact, and examine how research and data can inform better decisions. Preliminary insights from the Microinsurance Network’s 2026 Landscape of Microinsurance will also be presented, providing a snapshot of global microinsurance coverage and see how the sector is adapting to increasingly interconnected risks.
Drawing on experiences from Africa and other emerging markets, participants will exchange lessons on building resilient, inclusive insurance markets that deliver value to underserved populations. Interactive pre-conference workshops will provide additional opportunities to deepen knowledge.
